and to inform you that a dispatch from
the Colonial Secretary's Office, Hong Kong,
regarding the discipline and management
of the Prison, has been received,
together with your remarks thereon,
and a copy of a dispatch from
the Governor of Hong Kong to
the Colonial Office, on the same subject.
The question of remission
submitted by Captain Robinson,
the Superintendent of the Prison,
is under consideration.
It has been questioned whether it is right
that the more heinous the offence may be,
the more likely it is that the punishment
should be remitted. Sir George Grey has been
unable to avoid, and has decided
that the remission granted to prisoners
should be considered on its merits.
